I have a downloaded house that I absolutely love. It's beautifully made and decorated and it has the perfect sizing in each room. The only problems with it are a few odd things that occur inside it. Odd things which include whenever I try to invite the headmaster my sims personal phone book pops up (like i was going to call a sim) and when I select someone my sims laughs and hangs up, also when I try to place something on a wall, I can place it on the wall but I can also place the object with only one side of the object connected to the wall, and this is without move objects or allow45degreeangleofrotation turned on. Is this a hack or a cheat that the creator of the house has? It doesn't seem to effect any of my other houses. Oh, another thing is all the phones in the house have the option to set the ringer to either off 5 10 or 15, I would assume that this is to set the volume but I'm not entirely sure. Any help with my situation would be greatly appreciated

It sounds like you downloaded a lot with quite a few hacks on it.  It won't do any good now to take the lot out of the game, the hacks are in your download folder.  There's a couple ways of handling this.  

Start with opening the Sims2Pack of the lot with Clean Installer.  It will list all the CC with the lot.  Then all you have to do is find the hack in the list of CC and the corresponding package file in your downloads folder.

If that doesn't work give the Hack Conflict Detection Utility (http://www.simwardrobe.com) a try.

The last option if the other 2 didn't work is to go to Windows Explorer and search the downloads and savedsims folders for .package files.  Once you get that look for 32 character hexadecimal file names.  Remove those from your game folders, probably putting them into a temporary folder on your desktop.  You can then use CleanInstaller to browse that folder and see if there's any recolors you want to keep.

But that is the problem, I've looked through all my files with every single clean installer/ download organizer/ other stuff I can find and I can't find a single hack that I haven't downloaded

I've done all that except the windows explorer search because I don't really know why but whenever I try to search my downlaods with my computer it always takes a very long time.
