I mean did Marvine give permission for it or does it break the policy? This is why I have been a little hesitant in using SBB with feet -meshes. Otherwise this guy is hot. :)

You'll find the turtleneck on this page (it's made by Engelchen.
In the future, when you have a WCIF question, can you please create a thread for it the WCIF (http://www.insimenator.org/index.php/board,321.0.html) section of the forum? For example, all you you would need to do in this case is say something like "Can anyone please tell me where I could find the sweater used in this sim (link)". Doing this helps stop the spread of zombie threads.
