I think the idea is for them not even to show up as being available to call so you don't waste time calling 4 or 5 people until you finally find someone home.ChristianLov has this. Calling sims in the Sim Bin will still produce the "doesn't have a phone" message. I've gotten around that buy giving everyone my sims meet a cell phone.
