The kitchen&bath pack has an apron outfit for children - if you have that SP it would look perfect with chocolate covered hands, and I know Simphany has a similar outfit for toddlers (http://simphany.com/Clothing%20Meshes/Simphany-Free%20Downloads-Meshes-Clothing-109.htm) (which is basegame compatible).
