This mod allows adult/YA sims to streak at any lot. EP1 is required to use this mod. InTeen users don't need this anyway, as it is included as part of the standard feature set.

I searched everywhere to see if there had been any word on it (I lost my old copy a while back, pre-pets/seasons) but so far this is the only thread I've seen about this one anywhere.
