After you're done building, bring up the cheat menu (ctrl + shift + c), and type in 'changelotzoning dorm' without the apostrophes. Now you can move your students in, and generated townies will also move in~ You'll also want to put the silver dorm stove in the kitchen, so the cafeteria chef will show up.
