Right, the skintones and meshes need to be placed in you downloads folder. Maybe a dumb question : did you use one of these skins when creating your sim? You're not missing a mesh or the sim would just lose its body, so it's the only explanation I can think of. If you did, then I'll have to remove my own downloads folder to test those, since I may have different versions of them.
