With a dorm, you are limited to making build changes from the neighborhood screen, which may require the lot not be occupied by a playable sim.

1. Place a residential lot the size you what for the dorm. 2. Build your dorm. 3. Open the cheat window and type "changelotzoning dorm". 4. Save and exit to the Neighborhood.
