This occurres in the dorm in the University neighbourhood. There are 8 students already and no pets of course. But no more sims are still allowed.:crybaby: I use the third version (more members and pets)

OR you can move them out of their lot via the newspaper or computer, then in the neighborhood screen select them and add them to the lot you want.
