For the community lot .. zoned as secret witch .. no one can visit as it doesn't show up in the list. When you click on it in the neighborhood, it just shows how much it's worth. For the residential lot .. zoned as secret witch .. no one can buy it. A little box comes up .. no text in the box? Very confusing .. maybe a glitch? Part of me thinks the answer might be "you are not meant to create secret witch lots". That they did it for the game only and not meant for users to do.
