When creating a neighbor hood how do u change the picture or video for the created neighbor hood in the select a neighbor hood screen.

I downloaded everything i needed for a prison from similogical but i dont no how to make my sims bring prisoners home to lock up. Does anybody no how to make it work.

I downloaded the insanity wheel that makes sims go insane, but it makes the care takers go crazy too and i don't want that to happen. How can i make my sims insane without keeping the wheel around.
