You can find it at the Graveyard Look under Serasims and then Genetics. They are near the end of the list. The mesh is included inside the colors. Just find the ones that have chineese hair in their names.

I hate noisy neighbours too! But have you tried going to their doors, and complain about noise? Or bang on wall? They usually shut up after I go and complain. Also, I try not to put my beds in extremity rooms (as in rooms not directly connected with the neighbor's) About the ceiling I don't know. Got a broomstick?
