Simmers' Paradise / General Sims 2 Help / Make Town (Like Strangetown) Into Something Else-SOLVED

OK, so I will try my best to accurately describe what I am envisioning. I am obsessed with Fallout 3, and what I would love to do is get rid of Strangetown, and turn it into the Capital Wasteland. So, I need to be able to get rid of all the people there, the houses, change the name, etc. I just don't know how to go about doing this without destroying my game. I just reinstalled sims 2 after being disappointed by sims 3, and so there is not a whole lot that needs deleting. Do I just go to the folders and start deleting stuff, or how can this be done?

I don't have awesomemod...
I went ahead and uninstalled sims 3, then reinstalled it without any mods or anything. I tried to go ahead with the update again, and it did the same thing. So for now I am just playing it without the new update or any mods until I can figure out what I am supposed to do.

I just downloaded the latest update, but now I can't get my game to start. It gets to the loading screen then just shuts off! I don't know what to do! Anyone else have this problem?

Ok, so I like the fact that everyone grows up and has a life while I am not playing them. In some aspects it makes things easier on me. However, the only problem I have with this, is whole families just up and leaving. I finally had Mortimer and Bella together and married, then they just up and disappeared...
Is there any way to just stop them from moving?
