Cute Sim!  ..The hair mesh is (MeshHelga_50.package) At least it works in my game lol. I found it in the (HelgaSims_hair_50) Hair collection folder.
Now all I have to do is find that clothing mesh.  ......Ok...Loading all my clothing meshes....and it looks like the clothing mesh needed is
( MESH_female_clothemesh_013_dolcedress1shortkf ).......I hope this helps anyone who need them.

I downloaded this Sim on Dec 21 2014.
It appears the proper hair is as follows :PeggyDonatehair0039_070609
It is the hair in the first picture and the one she was packed with.
