Hm. Well, then it's probably a conflict with some other mod I have.

Has anyone that plays the non english version of the sims 2 tried this & had the pie menus show up?

I tried this (the Inteen version) with my German language game and it's most definitely not working. It actually disables the Sims pie-menu almost entirely (only meditation was showing up anymore) and makes the Sim jump out of action whenever you try to click on him/her.  

With your lecture mod it's somewhat similar. Doesn't disable the pie-menu, but the lecture pie-menu option dosen't show up (duh) and Sims will jump when trying to use any other social interactions.

So you're right, it's not recommendable to use these mods with non English language games.
