Can i Put Career Rewards and Aspiration Objects on Community Lots?If i can , how?

Why cant i build an elevator?Do i always have to use move_objects on cheat to achieve this?I put the elevator to the first floor it fits but when i try to put another elevator on it it says"it must be on terrain or something"what's the matter with that?
