I restored my computer.  Reloaded the Sims2 stuff, then I had almost everything working.
Here are my resolutions.

(1)  When Sims go or teleport to a place, InSiminator secondary stuff shows up there.
Answer:  I (before the problem) restored every package thing simwhere in my downloads folder, then I found an older Insiminator package simwhere in my downloads folder simultaenously with a newer version. 
Resolution: Delete the older version.

(2)  I just added Kitchen&Bath Stuff but lost nearly all my downloads.
Discussion:  It takes a long time to load Sims2.  Usually when I upgrade, I start the game without custom content, (save it maybe) then restart the game with custom content.  Kitchen... was a Nasty one.

This is what I found in my ...EAGames/TheSims2/Config/userProp.xml file:
 Games/TheSims2/Config/<AnyBoolean key="allowCustomContent" type="0xcba908e1">true</AnyBoolean>  (which is how it should be).

 <AnyBoolean key="disableCustomObjects" type="0xcba908e1">false</AnyBoolean> (This was true before)

After loading Kithchen... this one was set to True.  Make it false and save the config file.
