If it is showing up in the game, then it is a file in your Downloads folder (or, though a thin possibility, Saved Sims or Collections folders). If you haven't already, temporariuly move the Dwonloads folder to your desktop and see if the problem goes away (just Quit, don't Save the game). If it doesn't, then the problem file is in a different folder. Also, in My Documents--EA GAmes--The Sims 2 folder, delete the following if any of them are ethere: groups.cache accessory.cache cigen.package Perfectly safe to delete those; the game will generate fresh ones if it needs them. A couple of quick points:
1) Those files don't belong in the Teleport folder. The Teleport folder is a repository for Sims2tmp files used by the game to then properly install lots in the LotCatalog folder and the Lot Bin.
2) Open up your Teleport folder. If there are any files at all inside of it, delete them.
3) Delphy's Download Organizer will (almost always) list default replacement files as 'Replacement.'
4) Clean Installer will (almost always) list default replacements as files having no Type (blank entry in that column). If you click on the Type tab in CI after the files list has finished generating, that will re-sort the listing, and the blank Type items should be at the top. Every file listed by CI with no Type is not necessarily a default replacement, however (for example, the creator of some custom content may have neglected to encode a Type with the file).
5) If your Teleport folder is empty and your skintone situation still exists, then it is almost surely due to a file (or to multiple files) in your Downloads folder.
6) A remote possibility is also that a stray file might have accidentally been installed in your Saved SIms folder, so would check that out as well via DDO and/or CI, just in case a default replacement got placed there inadvertantly.
Not all that familiar with the ins and outs of DDO, but remember that your can Move files using CI rather than permanently and ineradicably delete them, if you are unsure of what a file is and might possibly want to put it back into your game.

As you state that it is not operating for you, make sure you have the final (though still unsupported) version of Insimenator (the one on the Forums). And that you have one and only one version installed in your Downloads folder (either OBJ or DEST or SIM version).
My own experience has been that the DEST version works quite well; your mileage may vary.
Sidebar: It would help tremendously with readability if you used the Shift key when appropriate, please.

Insofar as the creativity skill is concerned, doubtful that there is anything to decouple the easel from other creativity-building objects (though that is something, IIRC, introduced in Sims3).
If a Sim gets maxed in creativity through just painting though, when he/she thereafter goes to play the piano (or drums, guitar, bass, violin or synthesizer, or via the hydroponic garden, lie detector or karaoke booth) that Sim won't necessarily be interacting at the peak level, but will advance to the peak level faster than if there were still creativity points to be gained.
That said, there is also a hidden skill* in painting in the game (which can be accessed and increased or decreased using Insimenator or similar mods) which advances a bit differently than does the creativity skill (related, again IIRC, to both the number of paintings completed and the number of higher-quality paintings a Sim produces), and which affects the quality and the initial selling price of paintings.
Some other (but not all - varies dependent on EPs installed) hidden skills:

Many fulfilled hidden skills can also open up additional scholarships which a teen can be awarded prior to entering college.

Alternative to going to a community lot and buying a cell phone is, if you happen to have Insimenator installed, to use its Property Adjustor to just give a cell phone to any selected Sim.
By the by, any Sim can purchase more than one cell phone. Can come in handy if there is another family member who wants/needs a cell phone but is not visiting a community lot. Just take any additional cell phone from the Sim's backpack and place it on a table or counter, then move that cell phone into the backpack of any other Sim.
So, for example, Sim A could conceivably (so long as he/she has sufficient funds) purchase cell phones for the entire family.
EDIT: Also, FYI, the kiosks also sell mp3 players and a hand-held video game device.

The plant is the carnivorous cow-plant (Laganophyllis Simnovorii - part of Uni EP). It is found on most Secret Society lots in colleges, and is also a career reward for the Natural Science career. Can also be bought using either TwoJeffs 'Buyable Rewards Collection' mod (or similar such mods).
