I very highly doubt it,
you need the base game before you get the expansion pack so i doubt you can play it without the base game.

I Feel really stupid but i haven't played sims in two years.
I was wondering how are you able to see the neighborhood from a lot?
Do you need a EP? Would you be able to see the neighborhood from a lot if you only have the Seasons EP? is there any other way to without the EP if one is needed?
