Depends which one you're trying, because there are a lot of cheats that start with Boolprop. The cheat also doesn't do much on its own - you'll have to shift-click items to get special menus.
If you're using testingcheats, it's
Ctrl + Shift + C
then boolProp TestingCheatsEnabled true
Turning it off is boolProp TestingCheatsEnabled false

Any custom outfit that's already for either A/YA/E, yes. (Gender-swapping or converting to teen or below requires making a new mesh/recolor combo).
As long as you're just recategorizing to similar ages (A/YA/E) or same gender (child and below have gender neutral meshes), you don't have to do anything to the mesh files.
It shouldn't affect game memory (the game loads in the outfit anyway, doesn't matter much if it's set for one or more ages). If you cloned the outfit, the game would have to load in two outfits, and that would probably affect loading time and memory (at least with multiple outfits like that).

You can change the value for CC outfits with SimPE. Just open the package file (recolor file) and edit them. No cloning required.
If you're editing anything you've cloned, make sure you do "import to game" and edit the file that shows up in SavedSims (the files found in the "Projects" folder are templates and don't show up ingame, so there's no point in editing those).
For EAxis (ingame) outfits it requires more work and is a different process (requires extracting and editing of the PropertySet resources if you want to make "direct" edits). You can clone them in Bodyshop, but this makes a copy of the file.

A+YA: 0x00000048 A+E: 0x00000018 (only useful if you don't want YA or don't have Uni) YA+E: 0x00000050 (there's really no reason why you'd just want YA+E, but if you find one it's this)
These numbers are the same for male sims too.
Just a FYI: Tops/bottoms with the elder bodyshape can get waist gaps if paired with adult bodyshape tops/bottoms. Adult clothes will look adult-shaped on elders, and elder-shaped clothes will look elder-shaped on adults and YA.
And because it may come up - clothes can be gender-swapped from child and down (1=girl, 2=boy, 3=both), but not from teen and up because it requires different meshes (neck and waist gaps).

Small update - Tinypic and Photobucket kicked the bucket, so my pictures did as well. I haven't fixed all the pictures here (not sure if I'm going to, because it was a lot of work), but I think most over at MLD are fixed now. The site changed host a little while ago, I noticed today I hadn't fixed the link in the first post. If anyone is wondering about the lack of updates, I haven't posted a lot of new stuff lately, partly because I've been in between some computer troubles (two computers decided to kick the bucket almost at the same time, first the one I used for storytelling and meshing projects - so no LFB or meshing, then the other one about a year later, both bluescreening like they were ganging up on me) and some other RL issues (health going down the drains for a while), so I've mostly been fixing some old stuff and trying to set up my game on my new laptop (which was pink-screening at me whenever I opened TS2 - you'd think they were planning this...).

My game is kind of in "iffy" mode at the moment (new laptop, working on that), but I got a bit sidetracked for a while, and... well, this happened in my (what used to be a CC-light, anyway) TS4 game... And... you know... Things got kinda out of hand from there... Mel & Tony having a (practice) wedding in the backyard Aidan and Lily chillin' in the backyard. So I had the Brooks family, right? Well... And then I thought, well, I've hoarded all these TS4 hospital items for a while. Might as well try them out. I've also converted a few things a while back. And... Yeah... Suddenly it's Brooks 4.0. I'm not planning to convert the story over (I hate the posing), but I did do some *cough* simple scenes. Dr Adler Getting a few words of comfort from Dr Emerson before an MRI exam Not feeling well... Lily's favorite nurse (and her least favorite activity...) Getting some fresh air outside the hospital Team Lily, 4.0 Lily just before a radiation treatment And... well... And a random one of Aidan... Dr Adler just hanging out at home watching TV with Callum (her hubby) and their cat Mimi. A disgruntled Lily trying (but failing) to be patient during a round of dialysis... Just one of those days... "Any pain, on a scale of one to...?" (Lily, annoyed, pointing to shirt) "Compare face to number..." Sometimes, picking T-shirts in the morning can have unintended consequences. One of Lily's many rapid trips downhill, but one she recovered quickly from. It's nice to have Aidan around when days get tough. Aidan taking a trip around the house without shoes (because he can). A bit further back in time, with Lily doing homework and keeping Aidan company one of the many times he's been at the hospital.

There were a lot of extra resources in that package, so I just took the easy way out and made a new mesh and recolor package without the buckle. They're standalone files (your recolors will probably need redoing - I thought it was best in case other people like the version with the buckle and want to use your recolors in addition), so you can have both these and the old ones if you want. You may want to change their names a bit - I just added "nobuckle" and "fixed" to their names. You're probably aware, but the bottom does have a rather visible gap when used with maxis tops. I guessed it's because it's meant to be used with other LBB meshes (I have none atm) so I left it as-is. Download here: https://simfileshare.net/download/1803733/

The buckle is a separate piece on the mesh. Easiest way to hide it is through the texture. You make it invisible through the alpha by coloring the alpha black - you can do some trickery with the TXMT if it still shows, depending on how it's set up, but I can't check that without the recolor file.
The other method is to delete the two "buckle" mesh parts in the mesh file - but the problem with that is you could have some problems with recolor files where they're trying to reference missing mesh parts (could potentially cause crashes or other issues), and if you have outfits where you want to keep the buckle, the buckle would be gone. There's ways to fix it by fixing the recolor files, though.
A third alternative is to make a new, separate mesh without the buckle, and link your recolor to this mesh.

Truth be told, Penguin the Parrot ceased to be more than once... I kind of got occupied doing story pictures, and then I'd sweep by the hallway where he was hanging out, and find that poor parrot smoky green in his cage. I don't know how many Penguins that family went through (I think it was at least 5). Eventually they shipped the last one in line off to relatives (he's currently in love with a budgie...) So yeah - the dead parrot pet shop skit is absolutely fitting
