How do I copy the bone weights from the legs to my alpha skirt? This is my first alpha mesh, and I have never done this before.

I've finally made an alpha mesh, but I can't get the waistline of the mesh to fit properly so I can get patterns to look right. I want the waistline of the mesh to fit the shape of the waist.Please help.
