I hope somebody knows how to make Tattoos for Sims 3 (I don't know how that process works)

Hello,

I am hoping somebody can help me out with this; I have been looking for a sim of Agent Mike Weston from the show The Following, however that's been easier said than done.

I'd prefer for him to be a young adult.
