I only recently did a successful recolor but it was clothing. Can I have some advice on recoloring hair? I only have GIMP because it's free and I can only use free programs. Any help will be greatly appreciated.

If the alpha is simple enough, you can recolour hair with Paint. Given that GIMP has very similar functions to Photoshop/Paintshop and is worlds better than Paint, I would say that the answer to your question is "yes".

Yes, I use Gimp for all the stuff I create and its a fantastic (free) program. To recolour hair, try out the colour options under Tools Smiley
