Mod for No fanfare with achievements

I was wondering if anyone would be willing to try and make a mod that would stop the noise made when an achievement is done or when something is fixed also. (to give an idea of what I am after . . . Things like when a book for cooking is done being read up to level 10 there is a noise made. This is what I would like to have stopped. It is always louder and not controlled by the sound level being set. Anything like that)

I have searched all of the other web sites and this one for a mod like this. At one time someone had done one apparently but they removed it from what I was told and never seems to have put it back up. I was told that they removed it because they were upset over something.

Thanks for any help with this. I would do it myself but have no clue what to do or how to do it.
