Is there any way to package apartments that sims already live in, without having to move the family out of the apartments? I have a few apartments that I really like and I wanted to upload them to the site. I have no idea how to, though.

After packaging the apartment, open it up in Clean Installer.  Uncheck the sims and any CC that you don't want to include, Update, saving to a different file name.  Then verify the sims got left off by opening up the new file in CI.

EDIT:
That didn't work. From my game I have no option to package lots that already have sims living in them. The option shows up for empty lots, like community places, but it won't show up for inhabited apartments.
