Those sims look a lot like something bobbythehacker would do.  Check out Garden of Shadows for her stuff.  Bobby appears to have stepped on some toes at GoS and is no longer sharing her work there.

I have attempted to locate that particular outfit. But from the look of the screenshot you posted, I am under the impression that the tattoo you see looks like a Maxis tattoo that came with one or two NL tops. But I could be wrong.

She has her own section at ISA, the adult side of IS. If you already registered there, you can look and see if she has something like that. If not, you can PM her and see if she can tell you where that outfit is. 

A shame that most of her creations have already been reduced to one or two sites now. I thought the outfits were great.

She also has some downloads here and, I believe I saw her post that she was going to have her downloads up on her own space.
