  First of all, I'm sorry for posting this in the wrong section but i searched for about a half hour trying to find a Sims 3 help section.
  I recently installed The Sims 3 and one thing i noticed right away was the lack of objects and hair. i followed this tutorial on how to download CC for The Sims 3: http://www.ehow.com/how_5289206_install-custom-content-sims.html But only the .sims3pack files downloaded properly...can someone please tell me what I'm doing wrong?
Again Im sorry for the misplaced post, and thank you for taking the time to help me.

Moved to the right section. (Scroll aaaaallll the way down to the bottom of the site to find the Sims 3 section. You'll see the help area there.

The main downloader tool that I use is the installer monkey -  http://www.modthesims.info/download.php?t=344611
 
It needs the framework program also - http://www.modthesims.info/download.php?t=384014 and be sure to read all of the instuctions and additional downloads of winrar and 7zip
 
Also useful is the dashboard - http://www.modthesims.info/download.php?t=387006 which will tell you if you have any mod conflicts.
 
I use these products and do not have any problem with installing custom content, however I don't use a whole lot of CC. Hope this helps.

Do i install the framework first and then the monkey? Because my game keeps crashing. how would i go about "uninstalling" these?

My game hasn't crashed as yet. I installed Monkey before I installed framework because it came out first. However, you also need Winrar and 7zip, links for which are provided in the framework download section.
 
I think there is an uninstall function in the monkey folder, but don't remember for sure. In any case, I'm sure Delphy will be glad to help you with that, the link for the monkey download has a forum (comments section), also you can access his site through the link.
 
In any case, do not put anything in the download folder in Sims 3, that is a special folder used by the game software. If you want to manually install, then unzip into a packages folder that is not included with the game. You'll find it under (Vista) Program files/Electronic Arts/Sims3/Mods, you may have to create the folder. There also is a link in the monkey download that goes to full WIKI documentation on how to get mods into Sims 3 manually, I simply chose the monkey because it automates everything.

Ok i take that back. i HAVE winrar. so i shouldnt need 7Zip.
When i go to install the framework the "install" button is grayed out...
