I have SimPE.
I created a family in RB Hills and I want to move them to Strangetown. I just created the family in RB Hills and have not even played them yet. Is it safe to just take their SimPE files out of the RB Hills neighborhood and move it to the Strangetown folder? Will that mess my game up? I don't want to try it without knowing.

The safest way is probably to clone them in SimPE.

A long as they have had ZERO(and I stress that ZERO) contact with ANYONE who lives in the original neighborhood, you should be able just to pack up them (and their lot if applicable) in game and plop it down in strangtown.

I've done this before, just be 100% sure they have had ZERO contact with anyone in the neighborhood. And you'll be fine. You can do this all ingame.
If your not sure they have had no contact, it'd be better to clone them, like ancient said.

They are still in the family bin, so they have had absolutely no contact with anyone in RB Hills. How do you clone them in SimPE? I've never done it. Would it be easier to just go to Strangetown and remake them?

My problem was, I just didn't want two SimPE files of the same sim. I suppose I could delete the RB Hills ones.

This page will tell you how to clone the sims.  This post has the same information, plus a more detailed way for sims with a job and skills you don't want to completely lose.
