Can you have 2 Families that you Create and put into a Neighborhood using the Edit Button and then play that Neighborhood

Best I can tell, you can put two families you create into the same neighborhood, but you can only play one of them at a time. The game architecture is not such that allows playing multiple families under your control. You can swap back and forth, but you lose all the wants, etc. each time you swap.
