Having problems finding a program for cc

I having a problem that I can use for cc for the sims 3.  I have all of the sims 3 install and I did have the monkey one install when it was just the first sims 3.  That one is not support for any of the other sims 3.  I do have windows 7 and this is a new computer.  I have been looking now for a month and had not have any luck finding one.  I just redownload the winrar files.
Any help will be greatful. Thank you very much.
