The problem is that I can't re-categorize the skirts on the sims 3 website.

Just throwing out an idea... What if you use the clothing recoloring tutorial on MTS2, but don't change the files?  Or are these the files you can't do anything whatsoever to?

Edit: Yep, these are the files that are completely unmodifiable.  Ignore this...
