Well, looks like I had answered two questions by myself:
a. Yes, I managed to build a basement from ground floor, connecting with with stairs to 1st floor :B
c. Yes, but it's going to float Sad

(probably Maxis forgot about handbrake)
b. Haven't tryied that one yet...

Steveuk, your tutorial is great! I really appreciate that you`re sharing your knowledge with us. I built some houses with basement garage and now I think regular driveways suck LOL

To proof that I learned the lesson I add a pic of unfinished villa with triple garage

Pic is not great as it was taken in the neighborhood, sorry for poor quality.

I also used the cheat: boolprop constrainFloorElevation false/true
