There is a cheat for this

Ctrl+shift+c > testingCheatsEnabled true > Shift+Click sim (visitor) > make selectable

You will then be able to control that sim like you do your normal household. Just a little tip, after you have selected the sim you want to control, make sure you follow same steps except type in "testingCheatsEnabled false" to disable it. This can cause problems with some games if enabled for long length of time.

You need boolprop at the beginning of that cheat.

Change true to false to turn it off. Needs to be entered while in neighbourhood view, before you enter a lot.

If you don't want to use cheats (which can seriously mess up your game...) then the insim machine (unsupported), and the (supported) sim blender have the functions as well.
