Can't Intersect Other Objects

Hi, i'm looking for a cheat/hack/mod/way to get rid of the "can't intersect other objects" problem.

I'm trying to build a fence under a high bridge base that I built, and moveobjects on doesn't help.

Moveobjects and/or snapobjects doesn't help on certain build objects, like walls and halfwalls, fences, windows and doors (it works, but won't stick to walls properly), and foundations.

Not sure if there is a cheat, or if you just have to be creative in how you build it, but here's at least a  list of cheats. Maybe you find something you can use.
