Community lot problem

Could anyone please help me out with an issue?
Whenever I try to take my sims to a community lot to buy them clothes, the action just cancels itself,not letting me buy anything from the lot.
Anyone know why this might be happening and what I can do to fix it?

Probably a mod/hack conflict, or a mod/hack versus EP conflict.

Does it still happen if you take out all your CC? (if you want to test it 100%, then take out everything from the Downloads and SavedSims folders, make a new and clean neighborhood, put one community lot and one empty lot inside, and move in a test family, and test if the scenario happens again).

Please test this before you answer, please. Rules out a whole lot of other problems.
