I have uploaded the tatoo to my game but its not showing up under tattoos..  Any idea why my game is up to date

Maybe just it's the tattoo preset which was uploaded at The Sims 3 Exchange bcause TS3 game can only create tattoo preset Sims3Pack files.

You need the tattoo template.

if you look in these boards you will find some great tattoos for sims3 and the creator of these tattoos. Can make some custom ones, if ever you need any particular ones you may have to register on these sites in order to view there downloads or to be able to post. Hope you will find what you are looking for.

You should ask to moonmaiden to send you the original package file instead of the Sims3Pack file.
