The dirty blonde is probably photoshopped because I pretty sure Hypnotized Sims do that to some of their hairs. The bleach-like blonde is a Peggy Donation hair which can be found at Peggy's Donation section or the Sims Cave or the Booty.

You can always leave a comment at Hypnotized Sims about hairs. They're pretty nice people and tell you where they found their hairs.

The dirty blonde is not photoshopped. I know I've seen that mesh somewhere quite recently - possibly Peggy or Coolsims, or some asian site (I've got no control over those).

If it was photoshopped, the small and big version of the pictures wouldn't have looked exactly the same. It's quite possible it's a recolor of whatever hair it is, though.

There is also the possibility that it is an accessory combined with a recolored hair.
