Can't recolor certain objects?

I have been using SimPE to recolor stuff(duh) but there are a few objects I cannot recolor. One of them is the "Stick 'em up" bulletin board from uni. I have CEP installed, but I still can't recolor it. Why is that?

Well, I can recolor it just fine. Although it shows two MMAT files... Anyways - how exactly can't you reclor it? Does it not show up in the catalog? Do you get an empty file?

Whenever I hit recolor, after it loads it says '0 resources' and whenever I clone it, it does not have a texture file.
