So, I've read that you shouldn't move sims to different neighborhoods simply by putting them in the lots and houses bin because the game creates excessive memories for them, but I was wondering if I did that with a brand new neighborhood, how long would that neighborhood last with the old sims? or would it simply be corrupted immediately by them?

You could extract sims with SimPE, and make new and clean versions with Bodyshop. That's the safest method.

You don't have to make a sims2pack file, but you have to clone the sim and use the clone ingame. Just remember to delete/move out the extracted sims files as soon as you're done using them.

I did that once and my hood seems fine. I wouldn't recommend it more than once and I really didn't want to make the family all over again. Follow Raven's advice if you don't want a BFBVFS in your hood.

You can move your houses (without the Sims) by packaging them from the neighborhood screen, then removing everything but the lot segment with CleanInstaller.
