That is Nouk Pipe Curly tails. Mesh and Recolors here. EDIT: I just realized the download link is not working. I'm gonna try another avenue and find one for you. Sorry for the inconvenience.

Sigh ok I've searched MTS, TSR, GoS and checked the Graveyard. I still haven't found a working link. I'm sorry I couldn't be more helpful.
