::EDIT::She called EA, and they told her it was probably her graphic card. She did a test, and the graphic card IS faulty and will not support sims. This is probably the problem, but my computer's graphic card doesn't work well with sims either, and I don't have this problem.
Any other suggestions are appreciated.
Okay, so my friend just installed double deluxe.
Her first problem was that she could not create new neighborhoods. Now when she tries to create new lots, it gives her a blank menu so she can't.

Her computer has plenty of memory, and she has no CC.
Any ideas on what the problem is, and how to fix it?
Her only EP is DD.

She has tried reinstalling the game twice now.
The game has also been tested on another computer, and worked.
