Here is a simple domed palace I made to teach myself the esoteric art of dome construction in the Sims 2.
In order to have this lot work in your game properly you will need Numenors custom wall file from
here
.
p.s. I'm not too sure in the stairs that are set at a 45 degree angle work properly, but they look pretty.

It took a combination of three cheats to do it, and they are:
boolprop allow45DegreeAngleOfRotation
boolprop snapObjectsToGrid
moveObjects
To use the 45 degree angle cheat, you need to have the University EP installed at the very least.
