This is not a romantic place, but is useful, I think.
Have a cafe for nice time and all the carrer rewards, your sims can came and grow up his habilitys for his job.
In the upper floor there is various telescopies, to watch the stars or the neighborhood.

first time make a family and build as residential lot.
Use the cheat "unlockCareerRewards" and take the professional rewards, put in on the rooms.
Close the Sims 2 and, with the SimPe, change the lot from residential to community, and put the familiy like townies, put in on the house apropiate.
When restart the game, you have the community lot, without sims, and you can finished to built with the apropiate objects like bar, etc...
