Sims aging

In one of my families the daughter met a boy when she was a child. He's a sim that lives in the neighbourhood, but doesn't have a house and I did not make him. Now she's grown up into a teenager and he is still a child, will he grow up or is there anyway for me to make him grow up?

He must be a townie kid you will have to use a hack to move him into a house to age him.
