Higher buildings, how?. Please

I have seen buildings with more than three or four floors. Could anyone tell me how can I build these houses please?. I would be very grateful. Thanks

Open the cheat window and enter setHighestAllowedLevel {level}

Just to add - this cheat is problematic. By the majority of accounts (including my own experience) it must be entered before you have clicked on the build tool. so really, it is only useful on a lot made from scratch - before you start building. Enter it in neighbourhood view after placing an empty lot to be on the safe side.
