Is there anyway to change a sims name after it has been created?

The given name can be changed through a number of mods, to include InSimenator.  I think the family name is limited to changes in SimPE.

If you want to change the first name, you may do it with Insimenator, SimPe and not sure, even with the tombstone LD.
If you want to change family name, check MTS2 for Christian-Lov's "Last name copier".  It allows you to change the family name of a Sim by just copying the family name from whoever other Sim present on the same lot.
If you have Pets installed you can change the 2nd code line of his bhav "Interaction - Copy Last Name - TEST" to read this way:

Set to Next (Stack Object ID, Sim (pets, humains)
Afterwards enable the mod for also dogs and cats (Pie Menu)

This will allow you to use the family name of whoever Sims or pets to copy the last name.
When I want to change the family name of an specific Sim, I create a dog or a cat with the family name I want to give him and move the pet to him.
He gets a new name (and a new pet :lol:)
This allows me to have Sims with different names in the CAS created families
