The game goes through cycles, spring, summer, fall, winter.  In my own game spring didn't generate a lot of weather related visual effects.  When I got to late spring and summer I started to get rain and lightning.  I haven't gotten to fall and winter yet.  You can change your season from the ICONS at the top.  Have you tried that yet?

apparently the weather effects aren't guaranteed in any one season, sometimes you can get through winter without seeing snow, though I've yet to experience that myself. Be patient, the first time I played the game I thought I'd done something wrong because it took 3 sim days before I even saw a hint of snow

another possability is that your video card may not be powerful enough (according to EA) so it turns off certain weather effects.
