Since there isn't (yet) a version of SimPE for Seasons,
I'm kinda stuck, I want to upload 'Made-In-Game-Sims',
I always did it with SimPE, Is there an other way ?

You could try the current version of SimPE and see if it works for what you want.

Despite it not being updated, I've still been able to edit neighbourhood files so it's not completely broken like it was with Pets
