A sims of mine recently married an NPC that used to be a Repoman but I noticed  that he doesn't talk, more like he talks but no sound comes out (even during childbirth) making it seem that all the sims that talk to him are having conversations with themseleves! I was wondering if this had something to do with the type of NPC that he was.

I've heard about problems with moving in certain NPCs like the Repo man, and so forth. It's pretty much considered a big NO-NO to do that; something to do with their programming I think. Same applies to the Social Worker, Crumplebottom, etc.
