For anyone who might find these useful here is a set of PS CS2 brushes and the accompanying extracted PNG files.

They all come from hi-res photos and are about 10X times the size you need for a Sims eye but they resize without any distortion.

Here are samples images of eyes that were made very simply in Photoshop using just two layers.  The bottom layer is black and the color layer was screened or multiplied or darkened on top of the black.  Then the the dodging and burning brushes were used.  Each eye took about 30 seconds to make.

Here is also a sample of one of these easy eyes dropped into the game.

Hope you find this helpful in the creation process.

How lovely - thank you so much for including the PNGs - if you don't mind, I'll convert these into GIMP brushes like I did the lovely lip brushes.

Okay, to make these super easy to use, I converted them all to 48xX [ x = somewhere in the range of 48 to 51 ].  They have all been tested [ and Wow - even just doing several layers, they make gorgeous eyes.  With some hand painting for that personal touch....well, wow ]  Thanks again, Avesper Cheesy

Reyn - Gimp away.  I have no objections to any brush set I put up being reformatted.

sweet6lou - I don't really know if you're asking for a tutorial or something more specific about these brushes.

I'd love to see some results from people who are using the brushes.  Links or pics would be great.

Well, I gave it a go... one lot of experimenting and trial/error later:

It looks better in Photoshop than it does in-game >_< How do you get that reflective look?

(I found a base btw Smiley)

Okay, here is the first set of eyes I've done, along with one of the lip glosses I've done with the lip brushes.

It's looks really good Reyn.  The eyes are pretty and have a dreamy look to them.

For the benefit of Sadie79 and others here is a mini-tutorial of sorts.  I only have Photoshop so if you're using another program you're going to have to improvise.

Here is the 30 sec eye technique:
